Basically true if you want your pages to be accessibility compliant per Section 508. You DON'T have to make your site for the blind, but if you are a commercial business, you must by law. Individual sites don't have to follow the accessibility requirements. Just putting in an alt attribute is far from meeting Section 508 anyway so, if that's all you plan on using to be 508 Compliant, then don't bother.
If you validate your site's pages at the w3c.org's validators and are using an HTML 4.01 Strict or an XHTML 1.0 document type, then a missing alt attribute will be flagged along with other errors you never knew you had.
If you want to be 508 Compliant, you can validate your pages at the many Section 508 Validators.
I like to include the alt attributes because, if the images don't load, the text tells me which ones.

You'd be surprised how many people use text-only browsers like Lynx.. And believe it or not, there are still people using dial-up who turn off images when using regular browsers. Visually impaired people use the Net too, using browsers that talk like Steven Hawking. These browsers will also read the text in your ALT tags. Search engines that have an image search feature often use ALT tags to return relevant results.

yes its definatly a good idea
just think about it, what if an image is moved and you forgot you posted in a page? the web surfer will at least know what kind of image goes there
